A Village on the North Shore of Lake Travis, With Its Own Codes
Volente is a village on the north shore of Lake Travis. It had a post office as early as 1886, incorporated in 2003, and runs as a General Rule B city under the Texas Local Government Code. Volente also adopts its own building code by ordinance, so a window job here is judged against the village's rules, not a neighbour's.
The lake itself is a reservoir on the Colorado River, formed in 1942 by Mansfield Dam and managed by the Lower Colorado River Authority mainly for flood control. Its level has moved across a range of more than 96 feet between the historical high and low. For a house that looks out over it, the view shifts with the water level, and the glass on that side is where most of the thinking goes.
The 2018 IRC and IECC: What Your New Windows Are Checked Against
Ordinance No. 2023-O-219, adopted June 20, 2023, made the 2018 International Residential Code the residential building code of the village, regulating alteration, repair and replacement among other work. The same ordinance adopted the 2018 International Energy Conservation Code as the energy code for the building envelope. Windows are part of that envelope.
That puts Volente ahead of the Texas floor. The state's residential energy standard still points to the energy chapter of the 2015 residential code, and cities may adopt a newer edition. Volente did.
In practice, every unit we propose is checked against the 2018 energy code's window requirements at quote time. We read the current table rather than quote it from memory, and we keep the label data ready for the village.
For a custom builder working in the village, that means the window schedule and its label data are in hand before the envelope is reviewed, and rough opening sizes arrive early enough to frame to.
Reading the label
The performance label from the National Fenestration Rating Council reports four numbers: U-factor, solar heat gain coefficient, visible transmittance and air leakage. A lower U-factor means the whole unit insulates better. A lower solar heat gain coefficient means less of the sun's heat comes through the glass. Visible transmittance is the daylight you keep. Those numbers are what the energy code reads, and they are what we specify from.
Permits in Volente: Filed by Email, Paid by Check
The village handles its own building permits, and its process is simple but particular. The Building and Permitting page lists a Remodels Permit, tied to the village's building permit application. Applications can be submitted by email. Fees can only be paid by check.
The same page lists two other items worth knowing about before a larger project:

- A Floodplain LCRA Form, with an elevation certificate submitted at the same time, which applies to property in the floodplain.

Glass for a House That Faces the Lake
When the reason for the project is the view, the glass package does most of the work. A low-E coating keeps radiant heat on the side of the glass it came from while letting visible light pass, so a room can keep its daylight without taking the full load of the sun. The soft, silver-based coatings are sealed inside an insulated unit because they cannot survive on an exposed surface.
Inside that unit, a spacer holds the panes apart and a desiccant takes up moisture trapped when the unit is made. Argon, the usual gas fill, conducts heat at about two-thirds the rate of air. A laminated pane, or panes of different thickness, quiets a room on the water side.
Frame and opening type follow the house. A wall of fixed lites in thermally broken aluminum or steel gives the widest view. A multi-slide door wall opens a room to a deck. Wood-clad windows put warm wood inside and a weather-tough cladding outside. Tempered glass goes wherever the code calls for safety glazing.
What Drives the Cost of a Volente Window Project
We price every Volente house after measuring it, because a single window and a lake-side glass wall are not the same job. The drivers:
- The glass package: dual or triple pane, the low-E coating and its solar heat gain, laminated glass for sound or security, tempered glass for safety glazing, tint and gas fill.
- Frame material, which on a lake-side wall usually narrows to thermally broken aluminum, steel or aluminum-clad wood, though vinyl and fiberglass stay on the table, plus the interior species and finish.
- Opening size and count: large fixed lites, operable versus fixed, and how many openings change in one project.
- Structural work: enlarging an opening for a door wall means a new header or beam, and a wide glass span may need an engineer's letter.
- Access: a lift or crane on a sloped lot, or staging for a second-storey opening on the lake side.
- Village process: the remodel permit, and any pre-application meeting or floodplain paperwork your lot and scope call for.
- Finish work: taking out the old units, interior and exterior trim, and stucco, stone or siding repair around the opening.

From Measure to Water Test, One Crew
The installers who measure your openings are the ones who come back to install them. After the measure we draw elevations, and for a glass wall or door wall we produce shop drawings. You approve them, and your architect if you have one, before a single unit is ordered. Where an architect has drawn the openings already, we build to those drawings rather than redesign them.
Every opening gets a sill pan beneath and head flashing above, fitted to the manufacturer's written instructions. Flashing put in the wrong order can steer water into a wall instead of out of it, so the order is not left to chance. We water-test each opening before the trim goes back on, finish inside and out, and hand over a written warranty.
